I am trying to set "Computer is connected to the Internet about every" to 0. It appears to take, and shows as 0 on BAM. Yet when I look at the setting at the projects, once it has been uploaded to the projects, is shows something like "0.000001". If I enter it directly at the projects, 0 is really 0.

I programmed it that way. Can't remember why, and can't think of any food reason now so I changed it.

There have been reports on seti about validation problems if a
result is sent back to qvick after it is finished.

With the new version of the client though, I thought I read something about setting that field to 0 to enable immediate result reporting, and then using the new "get work for x extra days" setting to control your queue. Basically, a 0 in the "connect every" field means you have a constant connection, and it's therefore meaningful for that field to actually be 0.

Zero caused problems in several places for some clients. So I would imagine that is why you did it.

Although zero is allowed for CI it is advised to set it to no less than 0.001. This gives the servers a few minutes to get the states of the files settled before trying to perform operations on them. I think 5.10.9 and later clients will wait at least one minute before trying to report.

Regardless of potential bugs, if a thing can be done directly at the project, the same thing should be done via BAM.
