Willy, considering you're working on a new site, and you're dedicated to supporting as many languages as possible, why not use the "accept-language" header sent from the browser to inteligently guess what the initial default language should be, but obviously still have the option to change this, and maybe save the users setting as a cookie, or even better, ask if they'd like a language change to become permanent (with a "always use this language?" tickbox) so that they may choose a language temporerilly as well

you're already using PHP so this shouldn't be too hard to implement, thought of the top of my head are to serve the default
Code:
page.php
page using the accept-language header, but also to be able to specify
Code:
page.php?lang=en
for example so that users may specify a language if needed (i can see uses for this when linking to pages from project fora, also if trying to provide the page in the target users language, then just specifying
Code:
page.php
will work magically
